Torrents are peer-to-peer file sharing. As you download parts of the file, you also upload parts of it to others who are also downloading it and this is how it works basically. People finished downloading it and who just upload it to others are called Seeders, and people who are in the process of downloading it are called Leechers.
Computer programs that simplify this process are called Bittorrent Clients, such as Bitcomet, Utorrent and a million others (just Google it if you ever decide to give it a try).
Usually downloading files is very simple and there is a torrent link you can click on and it will automatically open in your torrent client, but sometimes this is not available or is locked behind a members only group.
This means a magnet link, or an info hash is needed.
The magnet link uses the info hash (identifies the specific file) to find the file and start downloading it to your computer.
If you use Bitcomet client, this is the icon you click to download a torrent when you don't have access to the simple clickable link:
Example file below. The download link is not clickable for whatever reason, but the info hash is provided and that is really all you need. In this specific example there is only a single person sharing the file, so it would take awhile, but you can see how it works.
