    The mayor did not want the Guard nor did she ask. She thought it would makes things worse. Finger pointing is worthless because as we all know

    Wrong math. She had the national guard at her disposal, but chose not to engage them until things were way out of control. She also handcuffed the BPD, ordering them not to engage the "protestors". She chose to pander rather than lead.
