Out in NYC, it hasn't gone to hell in a hand-basket (despite DeBlasio) but clearly Baltimore has. I have been fortunate enough to get on an intelligent and successful businessman and this is most of what he wrote.
What's even worse is that the LBJ politics-before-policy way of governing has permeated every culture, except perhaps for Asian-Americans who have the lowest rates of negative outcomes (babies out of wedlock, jail, welfare, high school dropouts etc etc) and highest rates of positive outcomes (post high school education, marriage rates, average earnings, etc etc). This really isn't a racial issue because Asian Americans are just 5% of all Americans so the rest of the 95%, no matter how they are painted, need to raise their average numbers.

"The great Pat Moynihan, a traditional (not radical leftist) Democrat saw it too, and 50 years ago this month, in his then role as an assistant secretary in Lyndon Johnson’s Labor Department, produced a report on the black family, highlighting troubling cultural trends among inner-city blacks, with a special focus on the increasing number of fatherless homes. LBJ buried the report in his desk, not wanting to risk black votes in his 1968 re-election campaign, a race, ironically, he decided in early 1968 not to run. Here are some spot-on excerpts from Pat’s report which were gathered by the Wall Street Journal’s excellent (black) journalist, Jason Riley.
"The fundamental problem is that of family structure,” wrote Moynihan, who had a doctorate in sociology. “The evidence… is that the Negro family in the urban ghettos is crumbling.” His warnings were totally ignored by those [LBJ-style liberals] who designed public policies at the time. These same Great Society “architects” would go on to expand old programs or formulate new ones that exacerbated the problems Moynihan identified. Marriage was penalized and single parenting was subsidized. In effect, the government paid mothers to keep fathers out of the home---and paid them well. When the report was released in 1965, about 25% of black children and 5% of white children lived in a household headed by a single mother. Today more than 70% of all black births are to unmarried women, twice the also troubling white percentage. For decades research has shown that the likelihood of teen pregnancy, substance abuse, dropping out of school, illiteracy, criminal activity and many other social problems grow dramatically when fathers are absent.
Already, the race vultures are using Baltimore to further their political ambitions…in spite of the fact that Baltimore has been governed by liberal Democrats for over 40 straight years, and its current mayor, police commissioner, and a majority of its city council members are black. This morning Mrs. Clinton rattled on and on about the unfairness of the criminal justice system toward blacks, but even in those rare but highly publicized occasions when things do go way wrong, it’s just a symptom, not the disease itself. And, I don’t want to sound snotty, but I’d suggest that running from the cops or physically threatening them or violently resisting arrest aren’t genius moves. But back to the “disease”: it is the result of the 50+ year implementation of the leftist social policies Pat Moynihan warned about…which have wrecked black families and their urban communities, ruined inner city schools, and driven job-creators away. The Clintons, the Obamas, and their party have been on the wrong side of every one of these issues for decades and decades, yet show no sign of remorse or of having finally, at long last, had the knife of knowledge pierce their brains. Hillary’s approach to the problem is like telling a man with throat cancer to keep lighting up while giving him sweet and numbing cough syrup along with his next taxpayer-paid carton of cigs.
America is on the brink of a nervous breakdown, if not already in its grips, and the atmosphere is in many respects worse than that of the 1960s. Today’s radicals, just as those of the ‘60s, are all alike, the same thoughts, same vocabulary, same illusions and delusions, same cookie-cutter behavior masquerading as rebellion. “J’accuse” Hillary and her fellow Ds of being the real racists, since she and they seem to believe that blacks cannot be expected to behave as other groups do when confronted with perceived or even actual injustices…injustices which every ethnic group has to face from time to time. I don’t know about you, but I’ve always expected better of blacks than rioting, looting, and burning down their own neighborhoods when confronted with inequity.
I wish I could close on a hopeful note, but I think that it’s far too late to put the genie back in the bottle. Jefferson said that “America was born in the country but will die in the city”. The troubles of Blue-city America run in the streets like malicious rivers at the slightest provocation, and it will take a real leader and a real recovery of the job-creating Main Street economy to help reconstitute the black family community, and Hillary sure as Hell isn’t that leader any more than Barack Obama is.

can'tchoose not to use a condom or some form of birth control.That's what is so sad, according to the numbers Asian-Americans are the only ethnicity / culture who haven't been damaged by LBJ's "Great Society" Policies.
