He didn't say anything about Adams. He just won't let him work out at EWU since he left the team. Makes sense to me.
My own view is that the kid graduates on time with some eligibility left, the original school he signed his LOI with should be happy he got a shot at the CFB big time. And yeah, not letting him use the EWU facilities is pretty bush league. This isn't like Oregon swooped in and stole him. By rule, Adams had to make first contact.

But would Kelly/Helfrich allow the player to use the facilities if said player was going to be the starting QB for your week 1 opponent for the upcoming season? I'm sure if Adams was transferring to a school that wasn't on EWU's schedule next year, Baldwin would have no issues with him using the facilities.

I get it. He found/developed a great player who just dumped his ass when he thought he still had a year with him. It's the smart and obvious move for Adams...but I wouldn't want to be the Eastern coach and have to worry that any great player I produce is going to bail on me for the big time as soon as they have opportunity. It is a shitty situation for a lower tier coach but it does seem like the natural order.
