If that plan goes into effect, Syria becomes a glass factory immediately.

Then likely portions of Qatar, Yeman, Iraq and so on until such time as the Middle East is in compliance.

In the past, the oil fields were a concern - but with shale discoveries in North America, the strategic value of the Saudi peninsula is nowhere near where it once was. Once melted down into ashtrays, they'll fall in line.

Russia doesn't like the cheap oil either. They might lob nukes in as well to eliminate inventory competition.
