From what I saw on the replay the KSU player's foot made contact with the ball while his elbow was touching out of bounds. When he touches it while being out of bounds I don't believe it matters that he reestablished himself in bounds to recover the ball. A clip of the replay would be great
I saw a replay and you guys may be right. After the ball is fumbled it is bouncing in an area between the Baylor player and the KSU player. I didn't see a definitive look that says for sure that the Baylor player didn't touch it while out of bounds, as well as the KSU player not touching it while he was out of bounds. He definitely reestablished though

Actually it's a TD. The left knee doesn't go down until:
A) he's oob and
The ball hits the pylon.
And the TD is taken off the board, Nothing to see here folks.
