IP addresses are not relevant for identifying the origin of a cyberattack, since threat actors never launch an attack from their own systems.
Threat actors are hard to identify and it is done by recognizing their TTPs: tactics, techniques and procedures.
amazing that Musk seemingly doesn't know this, but I'll go ahead and put it out there that he definitely knows and just said Ukraine anyway. because when I hack someone I definitely make sure I leave my IP address that shows my exact location. I'll also put it out there that none of you will actually read this.
