Interesting question. So, the Constitution clearly gives the President executive authority over executive agency administration subject to Congressional appropriation authorization. Suspending a yearly appropriation for 90 days for fraud analysis is clearly in the President's executive power. Just like a judge denying the Treasury Secretary access to the departments financials or DOGE. So, you have one rogue federal district court judge that the dems forum shopped for and issues a nation wide restraining order which is clearly outside his district. This isn't the Supreme Court but one of about 700 judges. Trump is appealing but in the event of a national emergency I'd tell the District Judge to fuck off and tell the plaintiff's that it is their obligation to get it to the Supreme Court. The President is under no obligation to facilitate the administration of fraud in any of his agencies.
