The cheap way? You catch your buddy snorting coke or pooping a balloon, how about you turn him in and have him deported? Guatemala will take him/her.
My coke head conservative buddy is outraged at illegal drugs and cartels doing business in the country while snorting a gram. This is probably the most effective policy dont yall think?
