Oregon from Univ President down to custodial engineer for after game clean up doesn't shy away from celebrating their wins on the field, embrace it, and are willing to do whatever they think is necessary to get/give their team any advantage available. The success of their sports team is the only game in town as far as what Univ of Oregon is known for big picture.
Mindset of UW upper campus is sports is just one of many factors that contribute to the reputation of the Univ and they dont/wont go all in and risk the tail wagging the dog so to speak,
In regards to Michigan, it takes about 3 minutes to see the importance of football to their fanbase, which their upper campus easily recognizes, and so they aren't going to risk losing that golden goose.
During Covid and after the Jimmy Lake debacle, I have gotten the impression that UW Upper Campus and the Board of Regents understands that football is the golden goose because it pays for every other team. I think they get it that 70,000+ fans don't show up to watch women's tennis or softball.
But again, it depends on who they hire as President for the BOR to prove it.
Hec Ed is in great shape. Were you not there before the 2000 remodel? Have you been to any other college basketball arena? Most are in far worse shape.
Game day operations are a bit shit, but Hec Ed sight lines and proximity are tough to beat.

Turner wasn't just focused on academis. His dream goal was to have an African-American coach at the head of all UW"s major sport programs. Winning was about 7th on his list of priorities.
