Sure. But it isn't dust, it is a pellet.
The pellets can have some amount of dust also.
It's a stupid headline trying to make something out of nothing. A train derailed and spilled some sand. The horror. Like there wouldn't be some dust with the sand.
The pellets can be vacuumed up. I know, I have done it myself. We used silicone media all the time in my chemical business and we repackaged for an OEM. If it makes it to the sewer or a lake, that could create a mess for sure but no one is dying from this leakage.
