Only thing that makes sense is that the last two killed were the ones with "defensive wounds" and he got spooked that the remaining people might have woken up, when they had not.
So the killer was also tied to the murder scene by "geofencing" good enough for warrants and prosecution but not for ballot mules. It's dark magic is nonfunctional for ballot drops.
