First you register everyone over 18 to vote through Motor Voter or the welfare office whether they want to be registered or not doesn't matter. Then you have a state that mails every registered voter a ballot whether they requested one or not. And then you allow ballot harvesting that lets paid Rat party operatives to canvas neighborhoods and "help" people fillout their ballots and then those very same operatives can legally collect those ballots in order to make sure they are counted.
