Tate said "Romania is the poorest country in Europe. How many homeless people do you see in the streets?"

"None."

"Why is that?"

Tate goes on to talk about how there's no American type of welfare or programs, and yet no homelessness. He goes on to talk about the strength of a family network and a spiritual base.

Homeless industrial complex is a real thing. People get rich off of manipulating the suffering of others in America.

Try shoplifting in Romania. I'm guessing that the shop owner has plenty of latitude to fix the problem. And they would have the support of the police.
