Herbs has the physical tools, he needs to learn how to put touch on the ball and see the field. He's still really raw, which makes sense considering that he's mostly been coached by Willie Lyles-Taggart (HC starting in December of his true freshman year through December of his true soph year) and 3/4 of a year by Marcus Arroyo, who, well, is unproven at best as a QB coach.

He's far more physically capable and has a chance to play in the NFL.
But as a college QB, Browning has delivered more. Yes, he's a front runner, yes, he's a douche, but he's more reliable.
There is one thing Herbert does better than Browning other than make throws Browning physically can't make: he doesn't shit himself in the backfield. Though doesn't have great pocket feel yet, he's it's infinitely better than Browning and knows when to take a sack and let it be a 6 or 7 yard loss rather than a 25 yard loss or make stupid throw off his back foot (hello Malik) and beg for a pick. That is one area of their play where Herbert is clearly better. Jake just makes stupid decisions under pressure, where Herbert tends to show more poise and just lets a shitty down be a shitty down w/o turning it into a disaster ... at least as often as Browning tends to.
But in terms of settling into a system and doing mostly what you're supposed to do, Browning is the better QB. Herbert, as Mosster said, has not had an ideal upbringing at Oregon given the turmoil. The kid is a beast though. Physically everything Browning wishes he were. -
