I do know and I know you are wrong. Cyler and Jack both have the same early release point which means they will struggle with velocity control. The two things you can't teach a QB are velocity and perception. Because of where both of them had/have the same early release balls that should have zip will be floated and balls that should have some air will be lasers. Jack was inconsistent for the same reason Cyler will be. They both have plenty of arm. Keith Price has a very conventional wind and stride. How much a QB has to wind depends on his arm strength and the throw needed. Keith has a good arm for college so he's not any slower than other conventional passers.
