Trump is standing behind this plan. Its obvious he has no ideas of his own. My guess is the freedom caucus gets rid of the mandate part of it and he signs it.

In truth, this is so bad it's likely designed to fail. It has no chance of passing the Senate so it gives the GOP a scapegoat for not being able to come up with a decent plan. "We wanted to fix health care but couldn't because of the democrats". -
