Not sure how it's a lie. Spending $15 billion on a wall that I'm sure will look 'big and beautiful' in certain spots (esp for pictures), will help reduce illegal immigration (some directly from being there but mostly for the symbolism), and gives him an excuse to also put some sort of tax/fee on imports from Mexico which then also allows him to declare victory on improving NAFTA all seems to fall into what he said he would do.
