Yes, for about 1 1/2 years. Illinois had Dem Governors from the early 2000's to 2015. Their problem is more than 10-15 years in the making though since the #1 issue is that the public sector unions have run Chicago and the State of Illinois for decades.
As of last year, their unfunded pension obligations are about $120 billion for the state of Illinois and Chicago's is $63.2 Billion:
