This is correct. Back in the olden days before the gaijin showed up, there was only one red-light district in Tokyo, called Yoshiwara. The boundary of Tokyo then and now is the Sumida River to the southeast of the city. A cheaper red-light district catering to fishermen, travellers on the Tokaido road, and peasants sprung up there... in what is now Kawasaki.
The temple near the red-light district was famed for curing the clap among the whores, and an annual festival was initiated to celebrate this.
