Yes, in terms of the courts a settlement won't sway a court hearing a future case. Precedent might dissuade others from doing something that costs somebody something but only if the settlement is public and they are almost always accompanied by NDAs.

I think it is, at least as much as I can opine without having read the contract.
Sure, you can always bring a cause of action in both contract and in tort but the courts will usually only allow you to recover from one. Tort can get you punitive damages in those states that allow it. They are not allowed in Washington, which focuses on compensatory damages, except in very rare cases and those almost always involve matters where the legislature has specifically written punitive damages into the related statute.
Sure, they can always file a complaint. And, yes, they might want to settle. But if they think Washington can't prove tampering (and I'm just assuming for this discussion that what the NCAA calls tampering would automatically translate to tortious interference of contract but have no independent view or knowledge of that) then they might call our? bluff.
One thing I'm confident about is that we've seen the last of the kid who has everything you want in a QB.
This whole thing is blowing up. The schools really need to get together and give the NCAA its teeth back. Put a universal cap on NIL per team, allocate how you wish, and limit 1 transfer per player absent manifest hardship. Boom. Done. We're back to normal.
