Usually if a president threatens to kill the leader of a country (or even says it's a very real possibility) and demands surrender, it's tantamount to a war. I realize you trumptards are slow, so I understand if you don't get it the first time you hear it. It demands a little logical reasoning.

I remember the President of the United States helping to off the President of Libya and having his Secretary of State brag about it. Funny thing they were dems so it was ok not to declare war or initiate the War Powers Act which is an unconstitutional limit on the Commander in Chiefs Article II powers.
