So close. No one said that the federal government always has supremacy over state law. But it does when the Constitution provides that the federal government has a specific power - such as enforcing immigration law. If you had more than 8k of RAM in what passes as your brain then you would remember when Arizona, among others, tried to use state law to close the border with Mexico. The Supreme Court ruled that only the federal government could enforce immigration laws.

The Tenth Amendment prescribes that the federal government has only those powers delegated to it by the Constitution, and that all other powers not forbidden to the states by the Constitution are reserved to each state, or to the people.

… which is why the federal judge ruled that Trump violated the law — because none of the conditions were met for federalizing the national guard. Since the condition in law wasn't met, the power over the national guard is reserved to each state, to California.

Actually the dem appointed federal judge is a hack and the President has the ability to declare an emergency and nationalize the Guard, which he did and which has occurred before like when Southern Governors ignored federal law and turned blacks away from public school houses.
