Yeah - pretty sure the subs can lien the shit out of the property to the extent of the work they've done. Doesn't mean the property own has to pay them immediately. Just means the property owner is kind of fucked when trying to sell until the lien is cleared/paid.
Shady generals should go to GITMO. Slow paying subs isn't a good business model.

We have operated under that assumption for decades in commercial construction. Lower tier lien releases before anyone gets paid

It's a problem at the port where a lack of qualified contractors means competition is low.
