It's actually Congress that is supposed to be the driver of democracy, meaning change, what is legal and what is not. The president isn't. He's supposed to "see that the laws are faithfully executed." The judicial branch is supposed to keep the other two in check.
So did you just come to this conclusion now that Trump is in office? Besides taking bribes from other countries, biden left the border wide open and defied the Supreme Court on more than one occasion. He also weaponized the federal government against its own people.
