Going to go out on a limb here and guess this is further posturing and negotiating by house GOP members. The house majority is as slim as a Taiwanese twat.
The few people in swing districts or otherwise flippable seats are going to be looking for pork to take home either for their constituents or themselves to make it worth voting yes.
This is unfortunately how the sausage gets made.
