Pretty much, by and large the people we hire out of major corps tend to fail. They sit on their phones and wait for deliverables from others rather than pushing anything forward. Also a complete inability to think outside of their own silo as you reference.
Worst thing that happens to an organization is that they get sclerotic and very turf oriented. "That's not my job". That's big government at all levels. I remember dropping something off at the US Post Office downtown just a minute before five. The young girl behind me had an overnight parcel that needed to be overnighted. The mail guy put up a closed sign as soon as he was done with me and the girl started crying. Pretty sure her job was on the line. I told the guy give her a break and save her job. Said he was closed. I said I had his name and that he didn't want the bad publicity if he could spend three minutes and actually do his job. He gave in, but that attitude is prevalent in too many places. Entitled and not subject to accountability and responsibility.
