However, winding up and cracking the back of a runner's head as she passes you is very much assault. And if the victim does in fact have a fractured skull, you can add assault with a deadly weapon.
You need to see the follow up interview where the assailant takes zero responsibility for her actions. It's pretty comical.
Bitch is lucky she isn't facing jail time. At the very least, her track career is over. There's no coming back from this. Whenever anything like this is caught on camera, it makes it much worse.
