Part of the real issue here is that cities got drunk off of COVID handouts from the Feds and State, and are still trying to keep the programs and spending from those years in place now.
As Race pointed out, the primary items which should be funded, first, are public safety and roads. Of course, the cities all push those off to the end and cry poverty and that they can't afford police or fire without more taxes.
