As has been discussed before, I work in ICS, this is absolutely a failure of planning & logistics sections. Yes, trucks need checked and checked in, this can easily be done at staging and not take precious time sitting in lines in Sacramento.
This is basic shit. It's not hard. The people running this response are both incompetent and evil for prioritizing their optics and politics over public safety.
