I had an Idea for cleaning up downtown Seattle also.
Just Look at how much it costs to sweep homeless camps labor, truck, fuel, etc.
Bounty on trash just like a recycling center…pay x per lb per category. The streets would literally clean themselves and the garbage cans would always be empty.
Of course I've identified some serious drawbacks/ negatives that would eventually rear their ugly head but in concept it could work.
High paid garbage men might have an issue with the new competition 🤔

I have a better idea. We start using Singapore style canning on everyone caught doing this and graffiti and we offer a bounty to the cop who canes the most dirtbags.
