I don't think Mockingbird works by dosing someone with mind control drugs.
It's about identifying willing persons in a population that are susceptible to manipulation and suggestion with a little old fashioned coordination to get people to look the other way when needed. You have enough propaganda and you get X number of people statistically that will bite hard on it and can do so predictably.

I watched it several times. It seems like she is signaling to the shooter, and then calmly begins videoing Trump a moment later as the gunfire erupts, while everyone around her is ducking for cover. But I want to make sure I'm not falling victim to confirmation bias.
