They missed...by a lot. And likely don't have the capability to aim that far or have that kind of intel or geopositioning. Pretty sure the embassy has it's own defenses as well if they were close. (They do in most of the ME for mortars and rocket attacks).
I'll chalk that one up to shit happens in war.
