For those of us that lived Obama's economy and didn't just study it after the fact, one of the biggest issues was that the banks borrowed at 0% and just shoved it right into US treasuries at a ~3.5% risk free yield. Capital was deployed almost exclusively to the government to fund Obama's miracle stimulus package that basically returned nothing in reality. Once interest rates spread tightened up to 10 year yields (basically in 2017), banks needed to deploy more in the private sector in order to get a return.

The company had to pay a premium for money. Construction runs on a float. Subcontractors bank for the GC and have to borrow until they get paid
