They ban you based on your IP, not the user name. If you use a different IP they can't see it's you and usually don't have a reason to ban you. However if you use the exact same IP but different user names they will just ban you right away.

You can try the TOR browser, though it's been a bit wonky with me on the Scout network since I don't really know how to use it properly. The homepages wont work, so I have to get an internal URL and go there first.
