Here is what you do:
You send out the message through all media sources that a certain block has seven days to remove all radical extremists from their block. If they do not remove the radical presence their block with be destroyed. Send out a sweep team and if they run into resistance in that area drop five GBU-10's which is just the correct blast radius to demolish everything in one city block. Two times of threatening and following through would be enough for the rest to "rid" the problem.
The reality is these people still live into their 60's. At best we're only there five more years and when the cat goes away the mice remember the cat's buddies.
