You’re right in that the annexation of Crimea was partially due to a weak US State Department and Obama personally. Missing some other stuff, but that Putin knew a feckless response was coming gave him the will to do it. My opinion is that the Obama cabal played Zelensky. The war is what matters not who wins
You are making the mistake of discounting Europe - they are the appeasers who helped make it happen. Led by Russophile former young communist, and once-a-upon a time butterface nudist, Reichskanzler Merkel. Their austerity programs, the polarized political spectrum, Russian energy, propaganda, and bribes, Ukraine’s own incompetence - all that added up to the perfect storm. Combined with US inaction after Georgia in 2008, they chose the end of Bush era and they knew we were warred out with no cohesive policy. Then Syria. And many transgressions in between.
You’re also taking away agency from the Russians and Ukrainians. This conflict predates any of us, possibly even you. But as usual I’m rambling. -

I do care that millions of civilians are paying for this
I also thought democracy in the Mid East was a good idea
But as you say, these conflicts are decades old and ultimately between the two players
The West is happy as always to arm both sides
