Westwood and the Hollywood/Sunset strip were notorious for being locations where a lot of jaywalking tickets were issued back when I lived there. Not exactly low income areas.

Why not both? They aren't mutually exclusive. Could be a minority inner city population density thing AND "stop and frisk" by a different name.

It's part "take a peek" but there are also legitmate safety issues. People do get run over quite a bit while jaywalking and again those numbers disproptionately over represent black people and when that happens we get told that roads are racists.
