Of course government financial payments won't go away and there is no way there will ever be a state parent licence required. The fact is some people who are shitty parents will lose there kids to death, disease, or the state may take them away. Until they prove to be shitty parents (meaning, put their kids in danger) they have a right to have kids. There are far too many stupid people procreating, but I don't know what can be done about it. I disagree with Damone about taking away welfare. I don't think it would stop many of these people from having kids. And even though many of these welfare kids end up becoming detriments to society, without welfare they have even less of a chance.
