Choosing who can reproduce or not is just begging for eugenics. Way too much to gain politically by preventing certain groups that don't vote for your party to have kids. Count me as preferring dumbfuck reproduction to government selection. -

No, but it brings up a good point. We have a fucked up system right now. If you pay your bills, support yourself/family, and do all the right things you don't want to have more than a couple kids at most. How the hell are you going to pay for insurance, college and all the other stuff the little bastards need? What's that study that came out a while back...it costs something like $250K a kid to raise assuming you are footing the bill.
Now, if you aren't paying for the kids (in Texas something like 25% of the kids have free insurance), getting support for food/etc, not caring about college, and in general living off of the govt and society tit then having more than a couple isn't nearly as big of a deal. I'm a big believer in economics driving behavior, and look at the data on the current behavior:

Back in the 50s after the war is when they started the child tax credit...it was a big chunk of change that pushed/enabled a lot of middle class families to have kids and probably have more than they would have had otherwise. Also resulted in a big boom in middle class birth rates. Was never indexed to inflation, so now its a nice little compromise at the end of the year that doesn't come close to covering the cost of the kid. And society has adjusted.
