Plates are publicly displayed and can be run anytime for any or no reason. Maybe you've heard of license plate scanners? They have them mounted everywhere. Literally millions of them out there. People steal registration tags and plates quite regularly not to mention cars. FYI driving is considered a privilege not a right. FYI in Kali there were more than 3,000 vehicle codes in the book and most states are similar. I can find one to stop you for with ease. -
Good news is, in King County cops can't chase you anymore. So no real reason to ever pull over here.

Sometimes have to come up with one after you get pulled over. Very easy.
