Every homeless camp I see is strewn with litter and stolen bike and other materials. Start enforcing all of those laws. If I as a business or home owner decided I no longer wanted to pay to have my garbage hauled away and just started throwing it into the street I'd have the authorities on my door step in short order. But if your homeless you can toss your shit and garbage anywhere you feel like and nothing happens.

You forgot to address the bigger problem.
the people (Karen) and their guilt. Without that homeless guilt they would have to address things that function just fine.
