I think that was the original plan. But that plan was assuming decent approval numbers. They are going to try and cram through the budget stuff knowing they need a confirmed VP as the tiebreaker. When the VP ascends to the POTUS, he then nominates who will become the VP. When Ford took over for Nixon, he nominated Rockefeller. Ford just happened to be Speaker when Nixon needed the spot filled.
The Speaker only automatically goes to the top spot if both the POTUS and VP flame out at the same time.
