I would entertain giving kids a set dollar amount to not have children until they're 25. Instead of having 3 kids out of wedlock, maybe 5-10k/year would be enough to use some birth control. -

I get the POTENTIAL as an improvement over the existing system of transfer payments, but that is beside the point.
