But on the surface it eliminates some issues while showing some compassion to those who need it.
I just like ideas that are different than the status quo(when it's clearly not working).
I would entertain giving kids a set dollar amount to not have children until they're 25. Instead of having 3 kids out of wedlock, maybe 5-10k/year would be enough to use some birth control. -
