The article obviously looks back at the actor and his performances that created Jim Crow. He is not real (strange I went to high school with Don Crow whose brother or dad was named Jim...) and, as the article states, did racist caricatures of blacks and actually stole the character from their culture.
Stealing from cultures and racist actions in the early 1800's did not exist at that time really, when we change history we like to give these things present day names. See Al Jolson in early talkies (movies for young'uns), Amos and Andy, early Democrats suppressing blacks trying to go to school and vote, or ride a bus. Then absolve all Democrats from Jim Crow by convincing LBJ to sign the civil rights act that the republicans pushed through into law.
