As I was saying, the eviction ban is designed to punish the people who have two or three rental properties and depend on that income. The gigantic complexes can eat some rent. Lawsuits are being dialed up across the country, including in WA State in the coming weeks. NY Federal court already ruled against landlords there. Part of the rationale was, essentially, that maybe the constitution shouldn't take precedence during a pandemic. There were so many houses being repossessed at such a bargain rate that the governments and the banks colluded to protect investments and tax bases by gumming up foreclosures.
