Anyone who saw Spring Breakers or Mardi Gras attendees knows this is not exclusively a black or white behavior. I had to help a friend in need this morning in South Atlanta Metro area. I live in North Atlanta. Where I live there is zero traffic. No rush hour traffic, nada. I drove down South of the airport into a 90% black area. It took me 20 minutes to go 4 miles once I got off the highway. The traffic was packed.
