Trump admits it himself that he doesn't like to plan ahead and instead acts on his instincts. He's extremely reactionary and the majority of his solutions are very simple in nature. His response to patient zero is the perfect example. The reactive approach was to cut off travel from where it originated, the proactive approach would be to conduct thorough testing and prepare the country.
