Mandatory drug rehab, mental health evaluations, and enforcement of laws and incarceration would be a great start. You probably take care of half the problem right there. Simple enforcement of the laws and the incarceration of anyone who violates the law along with putting crazy people into mental health facilities would solve almost all of the problem.
